테이퍼링 의미와 21년 4월 미국 고용지표

양적완화 축소와 금리정책 기사에 꼭 등장하는 테이퍼링(tapering)은 본래 Taper 즉 폭이 점점 가늘어진다는 의미로 마라톤이나 수영 선수 등 지구력이 필요한 운동선수들이 중요한 시합을 앞두고 훈련량을 점차적으로 줄여나가는 과정을 일컬어 테이퍼링으로 불리는 등 스포츠 용어로 쓰였다고 합니다.

2013년 5월 23일 벤 버냉키 미 연방준비제도 의장이 의회 증언에서 미국 경제가 개선되는 한 매달 100억 달러의 테이퍼링(tapering), 즉 양적완화를 축소하겠다고 발언한 이후 양적완화 조치의 점진적인 축소를 의미하는 경제학 용어로도 사용되고 있습니다.
즉 테이퍼링은 지금까지 양적완화의 일환으로 시행해오던 채권 매입 규모를 서서히 줄임으로써 시중에 늘어난 달러화 증가세를 감소시키는 정책입니다.

5월 7일(미국 현지시간) 미국 노동부가 발표한 4월 고용지표에 따르면 4월 비농업 부문(nonfarm payroll employment) 의 신규 일자리가 26만 6000개로 예상치를 크게 밑도는 수준으로 나타났으며, 실업률(unemployment rate)은 6.1%로 3월보다 0.1% 포인트 상승. 고용 통계는 향후 미국의 경기 회복 속도를 가늠해볼 수 있는 기준이 된다는 점에서 시장의 관심이 높았는데요, 예상 밖의 저조한 지표에 따라 테이퍼링(유동성 공급 축소) 시기 논란은 당분간은 잠잠해질 것으로 예상된다는 평가가 나옵니다.

THE EMPLOYMENT SITUATION -- APRIL 2021

Total nonfarm payroll employment rose by 266,000 in April, and the unemployment rate was little changed at 6.1 percent, the U.S. Bureau of Labor Statistics reported today. Notable job gains in leisure and hospitality, other services, and local government education were partially offset by employment declines in temporary help services and in couriers and messengers.

Household Survey Data

Both the unemployment rate, at 6.1 percent, and the number of unemployed persons, at 9.8 million, were little changed in April. These measures are down considerably from their recent highs in April 2020 but remain well above their levels prior to the coronavirus (COVID-19) pandemic (3.5 percent and 5.7 million, respectively, in February 2020).

Among the major worker groups, the unemployment rates for adult men (6.1 percent), adult women (5.6 percent), teenagers (12.3 percent), Whites (5.3 percent), Blacks (9.7 percent), Asians (5.7 percent), and Hispanics (7.9 percent) showed little or no change in April. 

Among the unemployed, the number of persons on temporary layoff, at 2.1 million, changed little in April. This measure is down considerably from the recent high of 18.0 million in April 2020 but is 1.4 million higher than in February 2020. The number of permanent job losers, at 3.5 million, was also little changed over the month but is 2.2 million higher than in February 2020. 

In April, the number of persons jobless less than 5 weeks increased by 237,000 to 2.4 million, while the number of persons jobless 15 to 26 weeks declined by 188,000 to 1.2 million. The number of long-term unemployed (those jobless for 27 weeks or more), at 4.2 million, was essentially unchanged in April but is 3.1 million higher than in February 2020. These long-term unemployed accounted for 43.0 percent of the total unemployed in April.

Since average hourly earnings vary widely across industries, the large employment fluctuations since February 2020 complicate the analysis of recent trends in average hourly earnings. The average workweek for all employees on private nonfarm payrolls increased by 0.1 hour to 35.0 hours in April. In manufacturing, the workweek and overtime were both unchanged over the month, at 40.5 hours and 3.2 hours, respectively. The average workweek for production and nonsupervisory employees on private nonfarm payrolls was unchanged at 34.4 hours.
